ABSTRACT &#13;
&#13;
To develop cattle production integrated into palm-oil plantation requires &#13;
farmer capacities to manage farm resource producing more output in efficient &#13;
manner. In the other side, it is required an environment in which all components &#13;
parts: individual fanners, farmer group and other related organizations, interact &#13;
forming a sustained cattle production in the integrated system. It is the central &#13;
issue to be studied because this have been being the main obstacle within the palm &#13;
oil-cattle integration, as stated by the Ministry of Agricultural that, in general, the &#13;
main issues in development of agriculture is the lack of integrated cooperation &#13;
between sector in increasing agriculture production (Departement of Agriculture, &#13;
2010). &#13;

The study was not only focused on farm's resources organization within individual &#13;
farming, but also observed off farm sector where the government institution or &#13;
private sector interact forming the integrated production system in Pas er District &#13;
East Kalimantan. Specifically the research aim (1) to obtain the Technical &#13;
Efficiency measurement of Bali cattle's production in integrated system of palm &#13;
oil-Bali cattle, (2) . to identify the impact of several factors on farm output, and &#13;
(3) to know the role of institution in the integrated system on farm output.The &#13;
research used farm household as unit analysis. The sample of 152 farmer were &#13;
chosen randomly through multi stage sampling. The sample spread within 43 &#13;
fanner group. In the first step, choosen the group sample from the identified &#13;
farmer group. The fanner's sample or respondent was chosen randomly in the &#13;
second step. The causal relationship between independent and dependent variables &#13;
(farm output) was modeled by logarithmic regression equation. The regression &#13;
coefficient estimated by ordinary least square method COLS), and efficiency index &#13;
was calculated by maximum likelihood estimation (MLE). Descriptive analysis &#13;
was applied to describe qualitative data or facts related to farm institution. &#13;
&#13;
The. results shows that farmer capacity to achieve the most efficient production &#13;
(Technical Efficiency Index = 1) was low, 34% of farmer achieved TE index &#13;
within range 0.5-1. Farm land size and differences of institutional system are &#13;
significantly effected the productivity. Cattle production is in the stage of constant &#13;
return to scale, where the output respon increase in equal proportion with the &#13;
increase all inputs simultaneously. The integration system which supported &#13;
through participation the community of nucleus plantation of palm oil as well as &#13;
its management authorities, significantly give a positive impact on farm output. &#13;
