Bianglala program at Reks Radio is a public space where listeners can convey information, ideas or opinions openly without fear of intimidation or judged. Their trust on the program because they believe the information submitted by the facts, avoid tendentious, principle of presumption of innocence, the secret on listener identity through the use pin numbers and independence of this program. The emergence threat from institutions or individuals who criticized and some large-scale legal cases, raises ethical broadcasting. The goal of this research is to determine the ideology development in this media and the implementation of broadcasting ethics, the opinions in Bianglala program broadcasting and listeners critical attitudes in the early days of broadcasting and present. This research used descriptive qualitative method with case study. The data collection was done by interview, observation and document analysis. The Result of this research is Bianglala program as an ideology listeners, and the appearance of broadcasting ethics because so many conflicts and threats due to the criticality of the listeners. In the ethics of broadcasting, even in writing a collaborative of Broadcasting program standard from Indonesian Broadcasting Commission (Komisi Penyiaran Indonesia-Ki'l) with experience of Reks Radio management, but in practice, radio broadcasting ethics and broadcasting operational standard Reks Radio is a blend of Broadcasting program standard from KPI, experience of Reks Radio management and Broadcasting radio professional standard from PRSSNJ. The results also revealed the classification of the growing opinion, the role of the actor in a group listeners, and the development of a critical attitude in the early period that showed a representation of individuals, narrative style 'to the point', emotion, cynical, tendentious and 'fierce'; whereas in the present, critical altitude listener represents the individual and the group" the language style is more calm and proportionate and chnges in knowledge with the carrying capacity of legislation, literature and books.
