  • The conversion of paddy fields who is turning into residential areas
    is an unavoidable phenomenon in the era of population growth nowadays,
    the conversion of paddy fields can pose a threat to various aspects, such
    as the environmental impacts arising from
    housing development in rice
    fields. Those impacts could threatens paddy field water security and also
    could change the contour of surrounding paddy fields because it is
    contaminated by date house waste and fecal waste.
    This article uses a normative juridic
    al legal research method, which
    the data used in this study is a secondary data approach that includes
    primary law using data collection techniques, namely through
    documentation studies, and subsequent interviews, the data obtained are
    analyzed qualitative
    ly which describes data and facts has been analyzed
    in detail and systematic without using formulas and numbers to find clarity
    on the subject matter.
    Based on the results of this study, it is known that every conversion
    of paddy fields who is turning into
    residential areas
    is not
    attention to
    environmental aspects, not only solely to meet the needs of population
    growth and maintain the amount of food production. In Karawang regency
    the direction of the policy in controlling the conversion of agricultural
    land
    only refers to food security by itself, this seen by the birth of Perda No. 1 of
    2018 concerning Protection of Sustainable Food Agricultural Land.
