• Halalness of a product is an important thing for Muslims, because all things consumed whether it is food, beverages, medicines must be kosher including the use of cosmetic products. Although cosmetic products are used outside the human body but in hadith and the Qur'an obliges Muslims to consume halal goods. Therefore, on cosmetic products also required the obligation of halal certification to provide assurance and protection against Muslim consumers. The research method used by the author in answering the question of this final task is to use normative juridical research method. The author in this case conducts library research and secondary data related to the regulation concerning Halal Product Guarantee and Consumer Protection especially related to halal certification provisions on cosmetic products. The results of this study indicate that the provision of halal certification obligations by business actors on cosmetic products until now still not running properly. So, until now halal certification is still based on volunteerism of business actors. The main cause of halal certification obligations on cosmetic products not yet apply is due to the absence of technical regulations from the Law on the Guarantee of Halal Products. So the existence of Law on the Guarantee of Halal Products as a container to provide legal protection against Muslim consumers with halal certification on cosmetic products was still not fully realized.
