The research focuses on interaction between the budget team of city government and budget department of Pontianak city Local Legislative Board (DPRD) related to the formulation of General Budget Policy (Kebijakan Umum Anggaran / KUA) The formulated research question: "Why the general policy on Pontianak City budget is late? The research design used by the researcher is qualitative method The research shows that the lateness is because of lack of responsiveness, commitment, and consistency of the city budgetary team and budgetary department of DP RD. Lack of responsibility is clarly shown from the fact that the KUA draft from the City Government and DP RD Budgetary Department is always late. The lateness is intentional in order to gain material and non-material benefits for the persons involved directly, his/her family members, constituents, colleagues, or friends .. Lack of responsiveness can be seen from the fact that they decreased the projection of the city local income as they also decrease social funds for public. On the other hand, the portion offundfor DPRD and Silpa 2011 projection are increased As for the. lack of responsiveness from the DPRD members, we can see that from the fact that they keep on increasing the fund dedicated for themselves, such as; housingfund, and communication budget. Lack of commitment and consistency are seen from the differences between the words came out of their mouth and the action did by them. In addition they have low attendance level on meetings discussing the formulation of KUA. As for the actions that indicate their lack of commitment and consistency, it can be seen from their disobedience toward the schedule determined earlier for the discussion of KUA. They also break the promises they made when they were elected. Another indicator is the fact that they make the meetings discussing about KUA unable to be accessed by outsider, while the law clearly state that the meetings should be open for public.
