The research focused on improving education index in terms of
development of basic education, with the title "The Policy Implementation of
Compulsory Education on Basic Education In Karawang". The research
departs from the fact that the implementation of compulsory education policy can
be effective if supported by the capabilities of implementing agencies;
interorganizational relationship; resources for program implementation); and
environmental factors. Location of the research was conducted in Karawang of
West Java Province.
The research the design used a qualitative research approach. The
research relates to the district education office view of the apparatus and the
apparatus of Education Department of Technical Implementation Unit the district
in implementing the policy of compulsory education in district in Karawang.
Implementation policy of compulsory education in Karawang results are
not in accordance with the expectations of society as implementing agencies of
education as the implementer does not have sufficient capacity. The relationship
is synergistic and integrative coordination has not occurred optimally in
functionally cooperate with the Regional Secretary of the Agency district, the
assets and finances as well as the Parliament so that all organs of local
government can support the successful implementation of compulsory education
in district.
Implementation resources still need to be improved by increasing the
education budget in accordance with local capabilities, improve the qualifications
and competence of the goverment official of education and improve the quantity
and quality of educational facilities and infrastructure. In addition, environmental
factors that have not been able to support the implementation of the policy of
compulsory education to respond in a positive and accommodating the demands
of change and community development in accordance with the development of
science and technology in society. -
