 <note>The research focused on improving education index in terms of &#13;
development of basic education, with the title &quot;The Policy Implementation of &#13;
Compulsory Education on Basic Education In Karawang&quot;. The research &#13;
departs from the fact that the implementation of compulsory education policy can &#13;
be effective if supported by the capabilities of implementing agencies; &#13;
interorganizational relationship; resources for program implementation); and &#13;
environmental factors. Location of the research was conducted in Karawang of &#13;
West Java Province. &#13;

The research the design used a qualitative research approach. The &#13;
research relates to the district education office view of the apparatus and the &#13;
apparatus of Education Department of Technical Implementation Unit the district &#13;
in implementing the policy of compulsory education in district in Karawang. &#13;
&#13;
Implementation policy of compulsory education in Karawang results are &#13;
not in accordance with the expectations of society as implementing agencies of &#13;
education as the implementer does not have sufficient capacity. The relationship &#13;
is synergistic and integrative coordination has not occurred optimally in &#13;
functionally cooperate with the Regional Secretary of the Agency district, the &#13;
&#13;
assets and finances as well as the Parliament so that all organs of local &#13;
government can support the successful implementation of compulsory education &#13;
in district. &#13;
&#13;
Implementation resources still need to be improved by increasing the &#13;
education budget in accordance with local capabilities, improve the qualifications &#13;
and competence of the goverment official of education and improve the quantity &#13;
and quality of educational facilities and infrastructure. In addition, environmental &#13;
factors that have not been able to support the implementation of the policy of &#13;
compulsory education to respond in a positive and accommodating the demands &#13;
of change and community development in accordance with the development of &#13;
science and technology in society.</note>
