    PEMULIHANCITRAPEMERINTAHKOTACIMAHIPASCAPUTUSANPENGADILANStudiKasusKorupsiPasarAtasOlehSuamiIstriMantanWalikotaCimahiPeriode2002-2012dan2012-2017PembangunanPasarAtasCimahiinilahmenurutpenulismenjadipintumasukbagipasanganItochdanAttymengembangkanniatbusukdenganmelakukanaksitindakpidanakorupsi.Kasusoperasitangkaptangan(OTT)olehKomisiPemberantasanKorupsi(KPK)yangmenimpapasangansuamiistriWalikotaCimahipadaDesember2016lalutentumemilikidampakyangsignifikankepercayaanmasyarakatpadapemerintahKotaCimahi.PemerintahCimahimenerapkanupayapemulihancitra(ImageRestoration)sebagaisaranauntukmemperbaikicitradalampemikiranmasyarakatCimahikhususnyakepercayaanpadaPemerintahKotaCimahi.TujuannyaadalahagarmasyarakatmaumenerimakonsepcitrayangbaruyangdiusungolehWaliKotaCimahiyangbaru,sepertimemperbaikiintegritasmoral,antikorupsi,danbekerjakerasuntukmasyarakat.PenelitianinibertujuanuntukmengembalikancitrapositifdenganmelakukanpemulihancitradanmenerapkantransparansisistemdiinternalPemerintahKotaCimahi.Teoriyangdigunakanuntukmenggambarkanperankomunikasidalampenelitianiniadalahimagerestorationtheory.Adapunteknikpengumpulandatayangdilakukandalampenelitianinimenggunakanteknikobservasi,wawancara,dandokumentasi.HasilpenelitianmenunjukkanadanyakerjasamaantaraPemerintahKotaCimahidenganKomisiPemberantasanKorupsi(KPK)gunamenjadikanKotaCimahisebagaipilotprojectdanmenerapkansistemtransparasidiinternalPemerintahKotaCimahi.PemerintahKotaCimahijugamembentukUnitPengendalianGratifikasi(UPG)sebagaiupayapengendaliandinipencegahankorupsiyangdapatmembantupemerintahdalampengendaliankorupsisecaraterintegrasi.PemerintahKotaCimahimerelokasikan350pedagangaktifdiPasarAtasCimahiuntukdapatmenempati280kiossementaradiPasarAtasBaru.

    ABSTRACT

    GOVERNMENTIMAGERECOVERYOFCIMAHICITYPOSTCOURTDECISIONAcasestudyofUpperMarketCorruptionbytheFormerWifeoftheMayorofCimahiforthePeriodof2002-2012and2012-2017The construction of the Uper Cimahi Market according to the author is the entrance for the Itoch and Atty couples to develop ritten intentions by committing acts of corruption. The case of a hand arrest (OTT) by the Corruption Eradication Commission (KPK) which befell the Mayor of Cimahi in December 2016 certainly has a significant impact on the publicÂ’s trust in the Cimahi City government.Cimahi govenrment implemented Image Restoration as a means to improve the image in the minds of the Cimahi community, especially the trust in the Cimahi City Government. Theaim is for the public to accept the new concept of image carried by the new Mayor ofCimahi, such as improving moral integrity, anti-corruption, and working hard for the community. This study aims to restore a positive image by restoring the image and applying the transparency of the system within theCimahiCity Government. The theory used to describe the role of communication in this study is the image restoration theory. The data collection techniques carried out in this study use observation, interview, and documentation techniques.The results showed the collaboration between the City Government of Cimahi and the Corruption Eradication Commission (KPK) to make Cimahi City a pilot project and implement a system of transparancy in the Cimahi City Government. Cimahi City Government also established a Gratification Controll Unit (UPG) as an effort to controlearly corruption prevention that can help the government in integrated corruption control. Cimahi City Government relocated 350 active traders in Pasar Atas Cimahi to be able to occupy 280 temporary stalls in Pasar Atas Baru.
